This tutorial was written by me, Penny aka:Venomous Creations, on March 03, 2019 exclusively for the Artistic Tag Passions PSP forum.
I used my own ideas, and any resemblance to others is coincidental and accidental.
This tutorial assumes you have a working knowledge of psp and is written in PSPX/PSPX6
but can be done in any version.

Duplicate 3 times
DSB Flux_Bright Noise_25_Mix
Repeat noise on other 3 promoted dot layers, clicking MIX each time
Hide the bottom 3 noise layers for now
ANL to top
Selection Tool_Rectangle
Draw a strip across tag about 4 rows up from bottom and about 5 rows thick

Select none
Blend Mode_Multiply
Add Noise_Gaussian 50
C/P tube placing as shown

Selection Tool_Point to Point
Roll mouse to enlarge tag so you can easily see the eye area of tube
Using selection tool, select around the eyes:
Duplicate tube
Move duplicate around so an area you like (choose an area that blends in with the eye area as much as possible)
Promote To Layer
Move duplicate around again (if necessary) and select an area for the other eye
Promote to layer
Select none
Delete the duplicate tube layer
Erase/delete any parts that show around the main eye covering on each promoted layer
Merge the promoted eye cover layers together
Move duplicate around so an area you like (choose an area that blends in with the eye area as much as possible)
Promote To Layer
Move duplicate around again (if necessary) and select an area for the other eye
Promote to layer
Select none
Delete the duplicate tube layer
Erase/delete any parts that show around the main eye covering on each promoted layer
Merge the promoted eye cover layers together
Duplicate
Select the bottom half of the duplicate eye cover layer
Select the bottom half of the duplicate eye cover layer
Delete
Select none
Tube eye area should now look like this:

Close solid eye cover layer
Close bottom noise layer
Open top noise layer
Copy Merged
AS
Click frame #24
Paste after current frame
PSP
Close partial eye cover layer
Open solid eye cover layer
Close top noise layer
Open 2nd noise layer
Copy Merged

Paste After Current Frame

Close solid eye cover layer
Open partial eye cover layer
